As you may know, on February 7, 2012, State Senator Michael Noland filed SB 3396. The synopsis of the bill states:
“Amends the Open Meetings Act. Authorizes an elected or appointed member of a downstate police or downstate firefighter pension fund to satisfy the Act’s training requirements by participating in a course of training sponsored or conducted by the Illinois Public Pension Fund Association. Sets forth requirements for the course of training. Effective January 1, 2013.”

The Board of Directors of the Illinois Public Pension Advisory Committee does not believe it is appropriate for the Illinois General Assembly to in any way limit the educational opportunities of pension fund trustees.
IPPAC has provided educational opportunities to police and fire pension fund trustees for over 19 years and individuals affiliated with IPPAC have spoken locally and nationally at other organization’s seminars for over 25 years. Our state has a rich history of various organizations offering top quality educational opportunities to trustees and we believe that pension fund trustees benefit from competition in the educational area.
